And can someone explain to me why the US Navy did not jam the
pirates' satellite capabilities? Why were they allowed to call in their
jihad reinforcements? Why were they chatting with CNN?
Why
wasn't the lifeboat with the Captain on it under 24 hour surveillance,
so that when the Captain made his dramatic escape he had cover? That
lifeboat should have been blown out of the water as soon as the Captain
took flight and began swimming for his life.

It is unknown at this point whether the shooters were SEALs or Marine Scout
Snipers as both would have been available. This was not a rescue attempt ordered
by National Command Authority i.e. the President. It was a reaction by the on
scene commander under standard authority to safeguard the life of a hostage.
The
AP is reporting that President Obama gave the order to use military force to
rescue the hostage, that is misleading.
Amid feelings of relief and gratitude, there are important unanswered questions
concerning the rescue of the courageous American cargo ship captain from
Islamist-linked, Somali Muslim pirates--specifically, with regard to President
Barack Obama's authorization of deadly force if the captain's life was in
"imminent danger."
1. Why did the President have to twice OK use of
force?
2. Why was his authorization limited to a determination of
"imminent danger?"
3. Why weren't the snipers ordered or authorized to
shoot the pirates simply if the snipers believed that they could kill the
pirates without endangering the life of the captain?
4. Was the hostage
crisis, in which the captain was kept in a lifeboat for five days, needlessly
prolonged by the imminent danger rule of engagement--which seems to indicate a
legalistic concern for the lives of the pirates?
5. Would the lifeboat
have been allowed to drift to shore had one or more of the pirates not made the
fatal mistake of making menacing moves toward the captain?
The President
has vowed to work with other nations to interdict Somali pirates at sea and
bring them to justice. Maritime security experts dismiss the pledge as empty
propaganda. Swift, decisive attacks on the pirate bases and their Islamist
protectors, including the Al Qaeda-associated Al Shabab, which shares in the
profits of piracy, are needed, along with a naval blockade, possibly, of the key
ports. There is no need to coordinate with other nations or ask their
permission.
"We are the best! We are the Americans!" (so chanted the crew of the Maersk when they heard their Captain was saved by the military)
Indeed. Three Navy Seals sniper simultaneously took out the three jihadi pirates and rescued the American Captain held hostage, Richard Phillips. They were thoroughly ready.
The training the Navy Seals endured for OPs such as today's herculean rescue of an American captain from the clutches of jihadi pirates is enormously expensive. And it was the best taxpayer dollar the government has spent - I know Barney Frank's gay prostitution ring out of his apartment and Dodd's luxury housing and Geithner's renegade tax bill and Obama's kobe steaks and Pelosi's Gulfstream's sleek G-5 and the ACORN illegal vote fraud expenses and so one and so on all take precedence over national defense, but ......

Alabama was freed Sunday after being held captive since Wednesday by pirates off
the coast of Somalia, a senior U.S. official with knowledge of the situation
told CNN.
The official said Capt. Richard Phillips is uninjured and in
good condition, and that three of the four pirates were killed. The fourth
pirate is in custody. Phillips was taken aboard the USS Bainbridge, a nearby
naval warship.
Earlier Sunday afternoon Maersk Line Limited, owner of the
Maersk Alabama, said the U.S. Navy informed the company that it had sighted
Phillips in a lifeboat where pirates are holding him.
Phillips was spotted another time earlier in the day, the
Navy said.
A man who answered the door at Phillips' home in Underhill,
Vermont, told CNN's Stephanie Elam that the family has known the news for hours.
He said details would have to come from Virginia, apparently referring to the
home base of Maersk Line Limited, based in Norfolk, which owns the ship.
On Saturday, the FBI launched a criminal investigation into
the hijacking of the U.S.-flagged cargo ship by Somali pirates,
two law enforcement officials told CNN. The probe will be led by the FBI's New
York field office, which is responsible for looking into cases involving U.S.
citizens in the African region, the officials said.
The Maersk Alabama reached port in Mombasa, Kenya, on
Saturday. Crew members aboard the freed cargo ship described how some of their
colleagues attempted to "jump" their pirate captors.
A scuffle ensued and one of the sailors stabbed a pirate in
the hand in the battle to retake the container ship, one of the sailors told
CNN.
A government official and others in Somali
with knowledge of the situation had reported hours earlier that negotiations for
Phillips' release had broken down.
Talks began Thursday with the captain of the
USS Bainbridge talking to the pirates under instruction from FBI hostage
negotiators on board the U.S. destroyer.
U.S. warships and helicopters stalked the
lifeboat holding Phillips and his four Somali captors Sunday, while his crew
briefed FBI agents about how they fought off the pirates who boarded their ship,
the Maersk Alabama.
UPDATE: The Navy seals took out the three pirates simultaneously when it became clear that the Captain's life was in imminent danger. The Navy had the authority to take action should the Captain's life be in imminent danger.
The Department of Defense asked Obama twice if he would give the OK if the Captain's life was in danger.
"The ship is a crime scene," according to a press conference held by John Reinhart, CEO of the Maersk Line. "This is an FBI program. They're in control." WTF? The commander in chief is in control - this is a continuation of hostilities in the global jihad.
Reinhart looks aggravated. Looks confounded and bemused by the FBI classification and involvement.

which, as China Confidential observed yesterday, is one of three American
hostage situations currently playing out across the globe. That must be a record
for a sitting President. The other outrages involve journalists: two American
reporters held in North Korea, one Iranian-American freelance reporter held in
Iran.
Going from bad to horrible. When Joe Biden said that Barack Hussein would be tested in the first six months, I (and everyone else) thought it would be something big. Huge.
We were wrong. They didn't need something big. A little thing is appropriate. A little thing bringing down a little man.

NAIROBI, April 11 (Reuters) - Pirates seized a U.S.-owned and Italian-flagged tugboat with 16 crew on Saturday in the latest hijacking in the busy Gulf of Aden waterway, a regional maritime group said.
In a recent communiqué, the Islamist organization claimed
responsibility for this year’s surge in pirate attacks in the vital
Gulf of Aden off the coast of Somalia. Dozens of vessels from different
nations have been seized and held for ransom, shaking the world’s
shipping industry. Al-Qaeda calls its maritime campaign “a new strategy
which permits the mujahedeen” to hijack shipping, since “fighters who
aspire to establish the caliphate must control the seas and the
waterways.”
Counterterrorism consultant Olivier Guitta revealed the al-Qaeda
connection in his Asia Times column, writing that the terrorist
organization “intends to take control of the Gulf of Aden and the
southern entrance of the Red Sea.” Guitta called the area “strategic”
for the radical Islamic group.
MOGADISHU (AFP) — A hardline Islamist alliance controlling
Somalia's main southern port of Kismayo on Wednesday promised tough
measures to protect ships and traders from marauding pirates.
"We will set up marine forces and will protect all ships
and vessels from the pirates off the coastal areas we control," Sheikh
Hasan Yaqub, spokesman for the Islamist administration in Kismayo told
AFP.[...]
Kismayo, one off the largest cities in Somalia, was
captured in August by an alliance of Shebab fighters -- who are
conquering much of the country -- and warlord Hassan al-Turki, who is
on a US terrorism list.
Yaqub said that on Wednesday alone, 20 small ships bringing
goods from the United Arab Emirates had offloaded their cargo in
Kismayo under the watch of the local authorities' security forces.
"We will never allow those gangs to cause havoc in our waters anymore and we will protect all vessels," he said.
Omar Abdiyare, one of the Somali traders whose vessel
arrived in Kismayo Wednesday, said local businesses had asked the
Islamist rulers to set up an anti-piracy force.
"We are very concerned at the growing number of attacks by
pirates so we asked Islamists to protect our ships as much as possible
off the coastal areas they control," he said.
The Kismayo administration has imposed a very strict form
of Sharia law in recent weeks. Under Islamic law, piracy is punishable
by death.
One can't help but wonder if this is all going to lead up to endless
semantic quibbling about when piracy is or is not "really" piracy.
When asked about the kidnapped American captain in a blatant act of war, Obambi replied, "guys, we're talking about housing right now". When not bowing to Muslim kings, he is ducking Muslim pirates.
I am SICK over the ineptitude Obambi is displaying in the taking of an American captain in the latest act of jihadi piracy. The whole thing is a disaster. The corrupt media won't mention jihad, calling the Muslim pirates "outlaws" instead. Outlaws? Are they glamming these militant killers?
The Muslim pirates know who they are dealing with. "We are not afraid of the Americans," one of the pirates told
Reuters by satellite phone. They are not afraid of President Hussein. He is afraid of his own shadow. He could not even formulate a response when asked about the hostage crisis.
The media frames his cowardice this way: "Obama Careful, Quiet on Pirate Drama". In that whole article the corrupt media never mentioned Obama's response to a reporter's question about the crisis.
The captain jumped ship - he knows he is on his own. They recaptured him. Nice going, BHO.
Defense officials say that one of the pirates holding an American
captive fired an automatic weapon when the hostage tried to swim to
safety.
Defense officials say it's not clear
whether the pirate fired at the fleeing hostage, or into the air. The
officials spoke Friday on condition of anonymity because they were not
authorized to talk about the sensitive, unfolding operation.
The opportunity for swift and decisive action has passed. We have a flotilla of
pirate ships full of hostages converging on the scene. It's going to
be a standoff, and Obambi is not only not up to it, he "respects" the pirates. Robert Tracinski over at TIA daily wrote:
What is clearly needed is a response so swift and devastating that it will be
another 200 years before pirates dare to attack a US ship again.
Instead, what is Obama's response? According to a Reuters report
from yesterday afternoon, "Obama was asked to comment on the situation several
times by reporters at a White House event on refinancing for homeowners. Obama,
however, stuck closely to the script and replied that he wanted to remain
focused on housing."

This fits Obama's pattern: he is preoccupied with his real priority, which is
trying to move us toward socialism at home, and he is indifferent to the job of
securing US interests overseas.
From what I can tell, the administration's actions are matching its words:
they are non-existent. The news update below describes the ridiculous result: a
"standoff between an $800 million United States Navy destroyer and four pirates
bobbing in a lifeboat."
As I said yesterday, the solution to piracy has been known and demonstrated
for nearly two centuries. Historically, piracy has been defeated by capturing or
destroying the ports the pirates rely on as safe havens. For the pirates, there
is no point in seizing a large ship if there is nowhere they can take it and
hold it while negotiating the ransom, nowhere they can refuel and rearm, and
nowhere they can even safely rest and spend their money.
A good BBC report invokes this
19th-century policy and describes the anti-piracy (and anti-slavery) exploits of
two famous 19th-century sea captains—Britain's Robert Denman and America's
Stephen Decatur.
(Incidentally, if you ever hear a leftist ranting about the supposedly
oppressive nature of the British Empire, keep this statistic in mind: "James
Walvin notes in his book Black Ivory: 'Between 1820 and 1870 the Royal
Navy seized almost 1,600 [slave] ships and freed 150,000 slaves.'")
The BBC report sums up this proven strategy by quoting the succinct advice
given in 1841 by Lord Palmerston: "Taking a wasps' nest...is more effective than
catching the wasps one by one."

to volunteer for this mission.

MOGADISHU (Reuters) - Somali pirates holding an American on a
drifting lifeboat vowed on Friday to fight any attack by U.S. naval
forces and reportedly recaptured their hostage when he jumped overboard
to escape.
Ship captain Richard Phillips leapt into the sea, but was quickly brought back, U.S. media said, citing defense sources.
"We are not afraid of the Americans," one of the pirates told
Reuters by satellite phone on behalf of the gang holding Phillips far
off the Somali coast in the Indian Ocean.
"We will defend ourselves if attacked."
Despite their defiant talk, maritime groups tracking the saga -- the
first time Somali pirates have captured an American -- say a more
likely outcome is a negotiated solution, possibly involving safe
passage in exchange for their captive.
The gang is also seeking a ransom, friends say.
Four pirates have been holding Phillips, a former Boston taxi
driver, since Wednesday after a foiled bid to hijack the 17,000-tonne
Maersk Alabama several hundred miles off Somalia.
The ship's lifeboat has run out of fuel.
Two boats full of heavily-armed fellow pirates have taken to sea in
solidarity with the four on the lifeboat, but are too nervous to come
near due to the presence of foreign naval ships including the USS
Bainbridge destroyer which is up close.
"Other pirates want to come and help their friends, but that would
be like sentencing themselves to death," said Andrew Mwangura,
coordinator of the East African Seafarers' Assistance Program that
monitors the region's seas.
"They will release the captain, I think, maybe today or tomorrow,
but in exchange for something. Maybe some payment or compensation, and
definitely free passage back home."
Phillips is one of about 270 hostages being held at the moment by
Somali pirates, who have been plying the busy sea-lanes of the Gulf of
Aden and Indian Ocean for years.
They are keeping 18 captured vessels at or near lairs on the Somali coast -- five of them taken since the weekend alone.
Yet the fact Phillips is the first U.S. citizen seized, and the
drama of his 20-man American crew stopping the Alabama being hijacked
on Wednesday, has galvanized world attention.

scourge. He could have routed the jihad in Somalia; instead, he pussied
out and left our boys there to die a horrible death.

rescue of Somalia from famine. Clinton inherited this mission.

Bush Senior hadn't been robbed of the 20% of the vote the pygmy Perot sliced off when he split the Republican party in the 1992 election, Bush would have handled Somalia like a man.
When
faced with anarchy, and sabotage of the mission by warlords who were
killing UN peacekeepers, Clinton decided to hunt down the principal
culprit, Mohammad Aidid. Yet Clinton committed insufficient armed
forces to the operation. When Aidid fought back, killing 18 Americans
and dozens of other UN soldiers, Clinton decided to cut and run -
reaping dreadful consequences.
We now know that Osama bin Laden's al-Qa'ida had trained and fought
with Aidid's forces. Bin Laden, recalling the US retreat from Vietnam
and the Reagan administration's retreat from Beirut in 1983 after a
truck bombing killed 243 marines, was convinced by Somali events that
the US retreated under fire.
He then busied himself
with saving the jihad in Bosnia and paving the way for an Islamic state
in the heart of Europe. Clinton and Carter - their gifts just keep on
giving.
"Meanwhile Vice Admiral William Gortney, the commander of the US 5th Fleet based in Bahrain, told CNN that negotiations between officers on the Bainbridge backed by FBI experts and the pirates were continuing.
"We have the USS Bainbridge on station currently negotiating with the pirates to get our American citizen back," Gortney told CNN."
Since when did the US military start negotiating with terrorists? We have learned nothing. In the Arab world, the willingness to negotiate is a sign of submission. We have a damn US Navy Cruiser within spitting distance of FOUR pirates in a life boat that is dead in the water. And we have done nothing.
The captain tried to escape and started swimming for the Bainbridge, and we did nothing. No cover fire to aid him in his escape, no boats or divers in the water to repel the pirates, no nothing. They just watched as he was recaptured and hauled back on board.
With the FBI negotiators there, the Obama administration has classified this as a criminal matter, not an act of terrorism (which High Seas piracy is). The FBI is not equipped nor trained to handle pirates, and they have a track record of failing when it comes to dealing with Islamic terror.
We have the ability to jam their communications (that would put an end to their requests for reinforcements). We also have the ability to scuttle their life boat (a small charge placed at the bottom of the lifeboat). We have the ability to blow their reinforcements out of the water. We have the ability to use snipers to coordinate shots on all 4 pirates at once. And we do nothing.
Four Somali pirates in a dead lifeboat have brought the US navy to its knees. The world is watching, and we are failing. All this will do is to embolden attacks on US citizens across the world.
One has to wonder why, with all the recent acts of piracy (particularly off Islamic Somalia), the pirates would feel comfortable capturing a US ship (USAID no less) for the first time in 200 years.
Hmmmmmmmm. What on earth? In a word. Barack Hussein. Fresh off his Apology Tour of Europe and the "We are not a Christian nation" Submission to the Muslim nation of Turkey.

"There's four Somali pirates, and they've got our captain," Ken Quinn told CNN in a ship-to-shore phone interview.
Capt. Richard Phillips is being held in the Maersk Alabama's 28-foot lifeboat, Quinn said.
The crew had a plan to make an exchange for their captain.
"We had a pirate we took and kept him for 12 hours," Quinn told CNN. "We tied him up and he was our prisoner."
The crew gave back their prisoner but the pirates reneged on the plan and are continuing to hold Phillips captive.
"So now we're just trying to offer them whatever we can, food, but it's not working too good," he said.
Quinn said the crew is trying to hold off the pirates for three more hours until a coalition warship is expected to arrive.
For the first time in the latest string of jihadi acts of piracy, Muslim pirates off of Somalia have hijacked an American ship flying under an American flag. Though these hijackings have been on the uptick, they almost always take ships flying under quasi obscure flags. This ship was flying the red, white and blue.
But President Hussein was so nice and subservient to them. Maybe that's why. They know he will do nothing. And I wouldn't expect the press to keep the pressure on in this hostage crisis like they did in Iran in '79. They don't want their terrible mistake to look bad.
Don't look for a Thomas Jefferson response to these pirates. Hussein will pay big tribute, as much as the jihad demands - he'll just add it to the porkulism bill.
Pirates commandeered a United States-flagged container ship with 20 American crew members off the coast of Somalia on Wednesday, the first time an American-crewed ship was seized by pirates in the area.
The
container ship, the Maersk Alabama, was carrying thousands of tons of
relief aid to the Kenyan port of Mombasa, the company that owns the
ship said.
The ship was taken by pirates at about 7:30 a.m. local
time, 280 miles southeast of the Somali city of Eyl, a known haven for
pirates, a spokesman for the United States Navy
said. It is owned and operated by Maersk Line Limited, a United States
subsidiary of A.P. Moller - Maersk Group, the Danish shipping giant.
The
Maersk Alabama was at least the sixth commercial ship commandeered by
pirates this week off the Horn of Africa, one of the most notoriously
lawless zones on the high seas, where pirates have been operating with
near impunity despite efforts by many nations, including the United
States, to intimidate them with naval warship patrols.
There was
no additional information immediately available about the crew, the
company said in a statement. The ultimate destination of the ship’s
cargo once it reached land was unclear.
“Our initial concern is to ensure proper support of the crew and assistance to their families,” the Maersk statement said.
The
508-foot long ship was carrying food and other agricultural materials
from Djibouti, according to a company representative in Denmark who did
not give her name because she was not authorized to give information to
the media.

The pirates are closely linked to Islamic terrorists - and this is where the
real risk to the West lies.
Pirates have already seized tankers laden with benzene and could easily take
a ship loaded with liquid gas.

rubble or blocking a major shipping route carrying much of the world's

Everyone would feel the indirect impact as world trade ground to a halt while
the price of oil went through the roof.
The Sirius Star joins at least 14 other ships which Somali pirates are
currently holding to ransom, along with more than 260 crew members. They come
from dozens of nations, many of them poor and Muslim.
The captive ships range from the Ukrainian Faina, laden with guns, ammunition
and 32 battle tanks, to bulk carriers, tankers, ocean-going tugs and gleaming
luxury yachts.
Although the lives of crew are at risk when the ships are stormed, or when
commandos attempt armed rescues, the main objective of the pirates is to extort
large amounts of cash from the ship owners, who are insured against this
eventuality.
Payment is generally made by former special forces men who hand over the
money in sacks and holdalls, since pirates don't have bank accounts.
The current going rate for release of an ordinary vessel varies between
£200,000 and £1million.
The pirates are a by-product of the murderous anarchy that has enveloped
Somalia for decades, reducing its capital Mogadishu to ghostly ruins from which
half the population has fled.
There has been no effective government since 1991, certainly not in the
coastal north where the pirates congregate.
As a UN spokesman remarked: 'If you give countries points from one to ten for
anarchy and confusion, Somalia gets 20.'
Pirates are of three types: unemployed fishermen who have nautical skills;
gunmen from the country's many armed militias, and technical experts who operate
computerised navigation systems to track the target vessels.

LONDON — An Iranian ship captured by Somali pirates carried sealed containers of a powdery substance believed to be nuclear or chemical weapons agents.
Western intelligence agencies have been monitoring the capture of the Iran Deyanat, seized by Somali pirates on Aug. 21. The cargo ship, owned and operated by the state-owned Islamic Republic of Iran Shipping Lines, or IRISL, contains sealed cargo thought to be linked to the death of 16 pirates.
In September 2008, IRISL came under U.S. sanctions as a company that helps Iran's nuclear and other strategic programs, Middle East Newsline reported.
Industry sources said the ship's crew of 29, about half of them Iranians and reported to have left China on July 28, would neither disclose the exact contents of the cargo nor provide the code to open the sealed containers.
In the Somali port village of Eyl, pirates blasted open one of the seven cargo units, said to contain an unidentified powdery substance.
About 40 pirates, armed with rocket-propelled grenades and assault rifles, boarded the Iranian ship, owned by the Islamic Revolutionary Guards Corps, in the Horn of Africa, about 130 kilometers southeast of Yemen. Iran Deyanat was registered to carry a sealed cargo of 42,500 tons minerals and industrial products to the Netherlands via Egypt's Suez Canal.

BRITAIN’S 18,000 merchant sailors face a growing danger from pirates with links to al-Qaeda.
Attacks worldwide are up 20 per cent this year – and tourists on passenger liners are now feared to be at risk.
One of the most dangerous areas is the 1,800-mile coastline of east African
country Somalia – where extremist militias with ties to Osama Bin
Laden’s terror network operate unhindered.
A British skipper was seized in the area earlier this year and held hostage
for 47 days by pirates demanding a £350,000 ransom.
And only this week the Japanese oil tanker Takayama came under fire from
rocket-propelled grenades.
Around the world in the past year, 36 vessels have been boarded, with six crew
kidnapped, three killed and one missing, presumed dead.
The modern-day pirates use high-powered motor-boats, grenade launchers and
machine-guns.
British seamen’s union Nautilus wants the Government to review its
policy on piracy.
Nautilus spokesman Andrew Linington said: “We are talking about
sophisticated, organised, violent gangs, who jeopardise the lives of
seafarers.
“The number of attacks and the level of violence are increasing.
“Sooner or later, there will be a major incident in the region.”
One notorious gang with terror links calls itself the “Somalia
Coastguard”.
Mr Linington said: “Intelligence indicates gangs like the Somalia
Coastguard have links to al-Qaeda.
“Unless there is action against these thugs, it amounts to a green light for a
terrorist outrage.”
Skipper Colin Darch, 70, from Appledore, Devon, told The Sun in April about
his 47-day hostage ordeal at the hands of pirates off the coast of Somalia.
“But our captors told us there were much worse pirate gangs around the Somali
capital Mogadishu.
“They hinted that these gangs were linked to terrorists.
“One dreads to think what would happen if a cruise ship fell into their hands.”
How are the Brits handling this act of war? The foreign office has ordered skippers of warships off the Somalian coast to stop, yes, STOP detaining pirates and handing them over to the local authorities because the punishments they may receive will breach their human rights!. You couldn't make it up. So, pirates can now officially rob and kill passengers and crew of any vessel they fancy with the blessing of our government (more here.)

was captured as it was sailing from Singapore to Israel.
Two US Navy ships picked up the ship's distress calls and fired
on the pirates' speedboats, sinking two.
The warships followed the kidnapped tanker into Somali coastal
waters and trapped it close to the Somali port of Bossaso, preventing supplies
from getting to the ship.
US Secretary of State Condoleezza Rice introduced a new venue for her
superficial and destructive stewardship of US foreign policy during her
lightning visit to the Horn of Africa last Wednesday.
The Horn of Africa is a dangerous and strategically vital place. Small wars,
which rage continuously, can easily escalate into big wars. Local conflicts have
regional and global aspects. All of the conflicts in this tinderbox, which
controls shipping lanes from the Indian Ocean into the Red Sea, can potentially
give rise to regional, and indeed global conflagrations between competing
regional actors and global powers.
The Horn of Africa includes the states of Eritrea, Djibouti, Ethiopia,
Somalia, Sudan and Kenya. Eritrea, which gained independence from Ethiopia in
1993 after a 20-year civil war, is a major source of regional conflict. Eritrea
has a hot border dispute with Ethiopia which could easily ignite. The two
countries fought a bloody border war from 1998-2000 over control of the town of
Badme. Although a UN mandated body determined in 2002 that the disputed town
belonged to Eritrea, Ethiopia has rejected the finding and so the conflict
festers.
Eritrea also fights a proxy war against Ethiopia in Somalia and in Ethiopia's
rebellious Ogaden region. In Somalia, Eritrea is the primary sponsor of the
al-Qaida-linked Islamic Courts Union which took control of Somalia in June,
2006. In November 2006, the ICU government declared jihad against Ethiopia and
Kenya. Backed by the US, Ethiopia invaded to restore the recognized Transitional
Federal Government to power which the ICU had deposed.
Although the Ethiopian army successfully ousted the ICU from power in less
than a week, backed by massive military and financial assistance from Eritrea,
as well as Egypt and Libya, the ICU has waged a brutal insurgency against the
TFG and the Ethiopian military for the past year.
THE SENIOR ICU leadership, including Sheikh Hassan Dahir Aweys and Sheikh
Sharif Ahmed have received safe haven in Eritrea. In September, the exiled ICU
leadership held a nine-day conference in the Eritrean capital of Asmara where
they formed the Alliance for the Re-Liberation of Somalia headed by Ahmed.

DUBAI, United Arab Emirates (March 18) - Two U.S. Navy warships exchanged
gunfire with suspected pirates Saturday off the coast of Somalia, and one suspect was killed and five others were wounded, the navy said.
The suspected pirates were holding what appeared to be rocket-propelled grenade
launchers, the navy said. When the suspects began shooting, naval gunners
returned fire with mounted machine guns, killing one man and igniting a fire on
the vessel.

Two hundred years after American sailors and Marines established
their young nation as an international naval power by routing the Barbary
Pirates, the U.S. Navy is again chasing outlaws in African waters.
A firefight over the weekend between a ragtag group of pirates and a pair of
Norfolk-based warships off the Horn of Africa was the latest in a series of
recent engagements in which lightly armed but increasingly bold pirates have

points, is the more vital other. Apparently, a local Al Qaeda representative
gives an educational course in enemy ship identification every Thursday evening
at the yacht club. It is there that the pirates "kept their 30-foot converted
fishing boat, employed five or six days a week for piratical expeditions."
The boat had been upgraded with the addition of a beer cooler, a
small compass stolen from a small boat they previously pillaged and a
ship-to-shore radio they rigged up themselves. They also had a few
walkie-talkies on an al-Qaeda frequency, a few pistols, and a handful of
grenades--of which a few crewmembers were said to be excellent hurlers, though
none were rumored to be of professional caliber.
The pirates, not completely fearing a run in with any one of the warships
they had seen in magazines the al Qaeda representatives had provided for
identification purposes, but believing that preparation is a key ingredient to a
winning strategy, decided that they had better arm up the old scow for battle.
So they began to gather AK-47 rifles, RPD machine guns, ammunition, and just in
case they got into a slug fest with one of those dreaded American ships of the
line, like the USS Cole, which Osama’s boys had knocked a hole in so easily,
they grabbed a few rocket propelled grenades . . .
How important are these clashes? Vice-Admiral Patrick M. Walsh, commander of
the Combined Maritime Forces, answers: "al-Qaeda has already attacked ships on
busy seas, and attacked vital infrastructure. All attacks in this region have
worldwide implications."

In a report to the Security Council last week, Cesar Mayoral,
chairman of the sanctions committee monitoring al Qaeda said: "The lack of
central authority in Somalia allows al Qaeda associates there to evade the arms
embargo at will."
The report also said "the situation appears to be getting worse, and
continued arms embargo violations present a growing threat to international
security, both in the region and beyond".

A failed
assassination attack on the prime minister of Somalia and an attempt to hijack a
luxury American cruise ship off the coast has reinforced fears that the country
is spiraling out of control as a center of al-Qaeda terrorism. The unsuccessful
attack by pirates at the weekend was the first on a luxury cruise liner in the
area. Political collapse in this failed state has created a power vacuum that is

grenade.
A group of pirates that attacked a luxury cruise liner were likely
responsible for seizing a UN vessel in June, a Kenyan official said Sunday.
Andrew Mwangura, head of the Kenyan chapter of the Seafarers Assistance
Program, told The Associated Press that the pirates are likely responsible for
hijacking a UN-chartered vessel on June 27.
The crew was held hostage for 100 days, until the ship ran out of fuel. It
was on a humanitarian.
