Unwavering U.S. determination to fund, train, and arm more than 50,000 Palestinian “soldiers” raises serious doubts about the repeated promises President George W. Bush has made to secure Israel’s safety and bring peace to the Middle East.
If the Bush administration gets its way, $4.2 billion to $7 billion in American taxpayer dollars over the next five years may fund training and purchase arms for tens of thousands of seasoned Palestinian terrorists. Many are veteran murderers, released from Israeli prisons in “confidence building” measures repeatedly demanded by the U.S.
It’s as if the U.S. proposed sending money, arms, and military instructors to help Sudanese strongman, Omar Hasan Ahmad al-Bashir, assist Darfur refugees — against whom he openly pursues genocide.
Instead, in 1994 the U.S. helped establish the Palestinian Authority (PA), headed by one of the most wanted criminals in the world — the Muslim Brotherhood member and Soviet-trained jihadist Yasser Arafat. His comrade in arms, vizier, and chief negotiator, Mahmoud Abbas, follows in Arafat’s footsteps — albeit without the trademark kafiyah and beard — even more successfully.
Ignoring $10 billion (PDF) in Palestine Liberation Organization (PLO) loot that Arafat already controlled, plus more than $2 billion in illegal annual income, the West showered millions more on Arafat. The West assumed that giving the PA legitimacy, funding it, and persuading Israel to cede territory would convince Palestinians to stop targeting Israel and the West.
In 2001, a year into the second intifada, official donations to the PA jumped over 80% from $555 million to $1.002 billion (PDF)— including at least $114 million from the U.S. Sure enough, that year hundreds of Israelis were murdered and thousands injured in at least 121 attacks.
Yet, in dozens of cases the USAID mission for the West Bank and Gaza failed to enforce federal laws requiring they bar organizations and individuals that threaten, support, or are affiliated with terrorism. The USAID also failed to certify that recipients have not provided material support for terrorism.
In at least 74 cases, according to a December 2007 audit, the mission “failed to comply” (PDF) with the anti-terrorism requirements of Executive Order 13224. It failed to vet subcontractors and require anti-terrorism certification for all contractors and subcontractors who received money.
Yet, the USAID mission even now plans to forfeit requirements on cumulative payments of under $25,000 annually. It should be noted that $25,000 can buy 50 Katyusha rockets.
The USAID mission argued that the prohibition against cash assistance to the PA is “technically an anti-corruption measure and not an anti-terrorism measure.” Thus, they claim they violated no anti-terrorism clause.
This would be the first time the U.S. gives the utterly corrupt PA cash to use as it likes, even to share with U.S.-designated terrorist organizations such as Islamic Jihad and Hamas.
Notwithstanding Fatah-Hamas leadership disagreements branding each other “murderers and thieves,” on Jan. 30 Abbas agreed to give Hamas $3.1 billion of $7.7 billion pledged by international donors in Paris last December.
Money is fungible. PA Prime Minister Salam Fayyad, a former World Bank official, made this clear in a 2007 interview with London’s Daily Telegraph. “No one can [assure] donors” that funds reach their designated destinations, Fayyad declared. He went on to state that controlling Palestinian finances is “virtually impossible.”
We don't have to fund these murderers. Bush is no Jefferson but he could learn a thing or two from him.
America and the Barbary Pirates: An International Battle Against an Unconventional Foe by Gerard W. Gawalt
After the United States won its independence in the treaty of 1783, it had to protect its own commerce against dangers such as the Barbary pirates. As early as 1784 Congress followed the tradition of the European shipping powers and appropriated $80,000 as tribute to the Barbary states, directing its ministers in Europe, Thomas Jefferson and John Adams, to begin negotiations with them. Trouble began the next year, in July 1785, when Algerians captured two American ships and the dey of Algiers held their crews of twenty-one people for a ransom of nearly $60,000.
Paying the ransom would only lead to further demands, Jefferson argued in letters to future presidents John Adams, then America's minister to Great Britain, and James Monroe, then a member of Congress. As Jefferson wrote to Adams in a July 11, 1786, letter, "I acknolege [sic] I very early thought it would be best to effect a peace thro' the medium of war." Paying tribute will merely invite more demands, and even if a coalition proves workable, the only solution is a strong navy that can reach the pirates, Jefferson argued in an August 18, 1786, letter to James Monroe: "The states must see the rod; perhaps it must be felt by some one of them. . . . Every national citizen must wish to see an effective instrument of coercion, and should fear to see it on any other element than the water. A naval force can never endanger our liberties, nor occasion bloodshed; a land force would do both." "From what I learn from the temper of my countrymen and their tenaciousness of their money," Jefferson added in a December 26, 1786, letter to the president of Yale College, Ezra Stiles, "it will be more easy to raise ships and men to fight these pirates into reason, than money to bribe them."
Jefferson's plan for an international coalition foundered on the shoals of indifference and a belief that it was cheaper to pay the tribute than fight a war. The United States's relations with the Barbary states continued to revolve around negotiations for ransom of American ships and sailors and the payment of annual tributes or gifts. Even though Secretary of State Jefferson declared to Thomas Barclay, American consul to Morocco, in a May 13, 1791, letter of instructions for a new treaty with Morocco that it is "lastly our determination to prefer war in all cases to tribute under any form, and to any people whatever," the United States continued to negotiate for cash settlements. In 1795 alone the United States was forced to pay nearly a million dollars in cash, naval stores, and a frigate to ransom 115 sailors from the dey of Algiers. Annual gifts were settled by treaty on Algiers, Morocco, Tunis, and Tripoli.
When Jefferson became president in 1801 he refused to accede to Tripoli's demands for an immediate payment of $225,000 and an annual payment of $25,000. The pasha of Tripoli then declared war on the United States. Although as secretary of state and vice president he had opposed developing an American navy capable of anything more than coastal defense, President Jefferson dispatched a squadron of naval vessels to the Mediterranean. As he declared in his first annual message to Congress: "To this state of general peace with which we have been blessed, one only exception exists. Tripoli, the least considerable of the Barbary States, had come forward with demands unfounded either in right or in compact, and had permitted itself to denounce war, on our failure to comply before a given day. The style of the demand admitted but one answer. I sent a small squadron of frigates into the Mediterranean. . . ."
"The enemy has been defeated," Hamas spokesman Sami Abu Zuhri said.
Hamas threatened to continue firing rockets at Israel, and kept its promise. Four Qassam rockets were fired at Israel on Monday morning, three of them landing in Sderot. There were no reports of injuries or damage.
"Gaza will always be the occupation forces' cemetery," Abu Zuhri said.
A spokesman for the Popular Resistance Committees told Ynet that "the army's withdrawal is an Israeli admission of the failure of its operation. We defeated the Israeli army which has already been defeated in all the other wars in Lebanon and in the Strip."
According to Abu Mujahed, "The Israeli operation failed and we have proved that no solution will be forcefully imposed on us, and the firing will not stop. The army is continuing its chain of failures."
Responding to Monday morning's rocket fire at Sderot and the western Negev, Abu Mujahed said that "it was carried as a payoff on the part of the Palestinian resistance for the killing and destruction caused by the army in the recent days. The score has yet to be settled. We will settle the account with the Israelis for the dozens of casualties."

The Israeli army on Monday said that all the long-range rockets fired by Gaza militants against southern Israel during the latest round of violence were manufactured in arch-foe Iran.
Speaking to the parliament's powerful foreign affairs and defence committee, a senior military intelligence official said that over 20 Katyusha-type rockets, also known as Grad, were fired against Israel since last Thursday.
We are talking about regular Iranian-made rockets," an official quoted the intelligence official as saying.
The 122-millimetre rockets have a range of about 20 kilometres (12.5 miles) and carry a large payload which caused heavy damage to buildings in the southern coastal town of Ashkelon, which bore the brunt of the Grad rocket fire.
Gaza militants have in recent years fired thousands of short-range makeshift rockets and mortars against southern Israel, but have only rarely fired the longer-range Grad-type rockets.
Israel believes that over 100 such rockets were smuggled into the Hamas-ruled Gaza Strip through its porous border with Egypt in recent months following the Hamas violent takeover of the territory, a security official has told AFP.

(IsraelNN.com) United Nations Secretary General Ban Ki-Moon condemned Israel in an emergency session of the Security Council on Saturday night. “While recognizing Israel's right to defend itself, I condemn the disproportionate and excessive use of force that has killed an injured so many civilians, including children," he said. Hamas claims that dozens of civilians were killed in IDF operations in Gaza on Saturday, while IDF officials argue that most of those killed were armed Hamas terrorists.

After the Hezbollah attack across the blue line and Israel's resonse in self defense, Israel was criticized repeatedly for the disproportionate use of force. This is a way of saying, in UN terms, that your exercising your legitimate right of self defense is actually illegitimate because you are doing something more than you need to do to respond in self defense. In fact what Israel started to do but didn't finish was respond not only to the particular attack but to go after the threat posed by Hezbollah .I asked at the time, what would a proportionate response from Israel would have been. Were they required simply to kill 3 hezballah terrorists, kidnap 2 and fire a couple of rockets across the blue line in opposite direction? Is that what they were limited to? .......... Would that argument have meant that in World War II, after the Japanese attack on Pearl Harbor, that the United States limited to sinking an equivalent number of aircraft carriers and battleships and then we would have had to have stopped.
I mean this is an argument that is so fundamentally fallacious that it is hard to know whether to laugh at it or to try and rebut it seriously. But the point is given American military capacity we are always likely to be met with an argument that we are using disproportionate force when we respond to an attack on our interests ......
So although it sounds like a limited point of criticism of Israel to say they're responding with a disproportionate force in answering a Hezballah attack, underlying this criticism is something that relates directly to American security. And that's why there was such intensity in the Security Council and such feeling by Kofi Annan despite his reputation as being friendly to Israel, the VEHEMENCE with which he pushed the attack against the so called disproportionate use of force by Israel, I think, is very revealing.

After many conversations with the “Progressives” of the world, I finally understand what Israel is allowed to do when attacked. Actually what I found out are the things that Israelis are not allowed to do:
- Kill a disproportionate number of “militants”, the operate number being zero. That is, killing a single one is not allowed.
- You are not allowed to cut off supplies to people who are teaching their children not to use your supplies.
- Harm a single civilian acting as a human shield
- Do anything to their territory to stop attacks on you
What you are allowed to do is:
- Say Mourner’s Kaddish – in private so as not to make the world field uncomfortable
What you are required to do:
- Supply weapons, ammunition and training to the Arabs so that they can improve their security forces to better kill you (Hear that, Olmert, Livni and Rice?)
- Give them fuel, water, electricity, food, medical supplies so they aren’t uncomfortable while they try and kill you

A Grad-type Katyusha rocket was fired from Gaza, landing in the Negev town of Netivot before dawn Sunday morning. It landed near the grave of famed Morrocan Jewish Kabbalist Rabbi Yisrael Abuhatzeira, the Baba Sali, in an open field. No injuries or damage were reported, though the landing did christen yet another large town, now within range of extended rocket fire from Gaza.
Posters around Netivot prior to the 2005 Disengagement warned residents that a Gaza withdrawal would lead to their homes being shelled.

22 residents of Sderot and Ashkelon were transported to Barzilai Medical Center in Ashkelon for treatment Saturday after being injured by the rocket salvo on the two southern cities.
One Ashkelon resident was moderately injured, six were lightly injured and ten suffered from shock. Five resident of Sderot were treated for shock.
At least 46 rockets were launched at Israel since Friday night, some landing in open areas in Sderot and the Shaar Hanegev Regional Council.

JERUSALEM – Intensifying its rocket war against Israel, the Hamas terror group today fired long-range rockets farther than usual into the Jewish state, targeting a city that houses the main electrical supply station that powers the Gaza Strip.
"This is a war for victory or for martyrdom. We will keep improving our rockets and target further into the Zionist entity," Muhammad Abdel-Al, spokesman for the Hamas-allied Popular Resistance Committees terror group, told WND.
At least 10 Grad rockets slammed into the coastal city of Ashkelon, about six miles from the Israeli border with the Gaza Strip. Several people were reported wounded from the attack, although the exact number was unclear. One of the rockets scored a direct hit on a home.
Grad rockets are longer-range Soviet-style projectiles similar to the Katyusha rocket, which the Lebanese Hezbollah terror group successfully used in 2006 to barrage northern Israel. The Grad travels further and has a larger payload than the Qassam rocket, which can travel about five miles and is the usual rocket of choice for Palestinians.

IsraelNN.com) Israel has been bombarded with close to 30 rockets between 3:00 and 4:30 PM. Magen David Adom sources report that a young man, a student at the Sapir College in Sderot, was killed on the scene by a rocket. Two other people were lightly hurt in that attack. Several others have been hospitalized and treated for shock.
In the latest wave, three rockets slammed into a college in the Sderot area. The young student is the 12th death caused by Kassams in Israel, following the killing of three Israelis in Sderot - Shir'el Friedman, Chai Shalom, and Oshri Oz - in the space of one week last May.
The rocket bombardment began with three waves of attacks at 3 PM, when the "Color Red" rocket warning alert was sounded in Sderot and environs. Eleven rockets were fired, one of which slammed into a chicken processing plant in Sderot, and others fell in the vicinity of the town. Though the rocket slammed into the factory's dining room, no one was directly hurt by shrapnel. Several victims were treated for shock.

The David Horowitz Freedom Center announced that it will distribute a Declaration Against Genocide and ask individuals and groups, particularly those on American college campuses, to sign it. The Declaration notes that the Sudanese and other Africans have been victims of a slow motion genocide, and that Islamo fascists in the Middle East are preparing a new genocide against the Jews and can be found here.
In describing the objectives of this new initiative, David Horowitz, President of the Freedom Center, said: “We are asking all campus groups to repudiate the genocidal passage in the Islamic Hadith which reads: “The prophet, prayer and peace be upon him, said: ‘The time [of judgment] will not come until Muslims will fight the Jews and kill them; until the Jews hide behind rocks and trees, which will cry: O Muslim! There is a Jew hiding behind me, come on and kill him!’”
Horowitz continued: “We are also asking all campus groups, including the Muslim Students Association, to condemn the Hamas Charter which says: `Israel will exist and will continue to exist until Islam will obliterate it, just as it obliterated others before it.’ Signers of the Declaration will also be asked to repudiate the Iranian dictator Mahmoud Ahmadinejad who has said `The accomplishment of a world without America and Israel is both possible and feasible.’ And Hezbollah’s leader Hassan Nasrallah, who called the Jews `a cancer which is liable to spread again at any moment,’ and has said, “If the Jews `all gather in Israel, it will save us the trouble of going after them worldwide.’ These are hateful doctrines that threaten the lives not only of Jews, but of all Americans.”
In addition to condemning the genocidal agenda of these leaders and organizations, the Declaration calls on campus groups to affirm “the freedom of the individual conscience and the right to change religions or have no religion at all; the equal dignity of men and women; and the right of all people to live free from violence, intimidation and coercion.”
“Although a Declaration Against Genocide should be seen as a document with universal appeal,” Horowitz notes, “a coalition of groups with ties to the Islamo-fascist jihad are bound to protest this effort. Our goal is to test universities’ claims that they support religious and ethnic tolerance, and to challenge the campus left, which consistently overlooks statements by Islamic radicals which are nothing less than an invitation to mass murder.”

new Facebook group is urging Sderot residents to use the Internet to learn how to build crude rockets, much like the Kassams launched at them from the Gaza Strip, and fire them back at the Palestinians.
The group, which currently has 45 members, posts material from the Internet on how to manufacture rockets.
Facebook, a social networking site that has taken the on-line world by storm, allows anyone to create groups and to invite people to join.
The group's creators, Shai and Batya Messenberg from Petah Tikva, posted a description that reads: "It cannot be so difficult: If those retards from the Gaza Strip can do it then so can you."
The description encourages residents of the town to trawl the Net for information on how to build ballistic missiles from materials found in the home.
"I'm sure that very soon they [the Gazans] will get the message," the group's creator wrote.

Al-Qaida claims Mauritania attack J Post hat tip wolf
An al-Qaida affiliate purportedly claimed responsibility for a shooting attack on the Israeli Embassy in Mauritania's capital, saying it had carried out the assault in response to Israeli policies in the Gaza Strip, an Arab television station reported Saturday.
"I call on every sincere and zealous Mauritanian... to hurry to aid Islam in their land and to expel from it the embassy of the trespasser Jews," Ayman al-Zawahiri said on the videotape released on February 13, 2007.
The statement by Zawahiri was one of the first times that Mauritania had been the focus of a public address by a core al-Qaida leader, indicating a possible increase in interest in the sparsely populated, dune-enveloped nation.

(IsraelNN.com) Arab terrorists opened fire on a vehicle near the northern entrance to the northern Jerusalem neighborhood of Shuafat Thursday evening, murdering one Jew and seriously wounding another. At the same time, an attack in Kfar Etzion, south of Jerusalem, ended in the death of two terrorists. Fatah's Al-Aksa Brigades terrorist group announced that it was behind both attacks.
A Border Police officer - Rami Zuari, 20, from Be'er Sheva - was mortally wounded in the first attack. Medics at a nearby checkpoint administered CPR to no avail, and he was pronounced dead. The other victim, a female Border Police officer, also 20, was evacuated to Hadassah Ein Karem Hospital in critical condition from a gunshot wound to the chest.
Miracle and Courageous Counselors in Kfar Etzion
Around the same time, Arab terrorists also infiltrated Kibbutz Kfar Etzion in Gush Etzion in an event that ended miraculously without major casualties. The two terrorists entered Rabbi Adin Steinsaltz's Mekor Chaim yeshiva high school, entering a library room where seven of the boarding school's counselors were having a meeting. The terrorists, armed with a knife and a gun - which later turned out to be a fake - were dressed in the uniforms of a security company, and ordered the seven to line up on one side of the room. A counselor realized they were terrorists, drew his personal firearm and opened fire. Another grabbed the fake gun from one of the terrorists, wrestled him to the floor, while the first counselor shot him dead. They and fellow travelers have planned their annual Hate Israel follies and have called it “Israel Apartheid Week.” Rallies outside the Israeli Consulates and Embassies began on January 24th in Boston, January 25th in Philadelphia, Washington DC, San Francisco, and Seattle, on Shabbos, January 26th in New York City, Cleveland and Anaheim, and on January 29th, in Chicago.

As Israel struggles to defend its civilians from deadly Hamas rocket attacks—200 in the past few days alone, averaging nearly one per hour—the Arab and Islamic states have called an emergency “Special Session” of the UN Human Rights Council for this Wednesday. Their proposed resolution would invert the simple reality that Hamas and its terrorist allies are deliberately targeting civilians, whereas Israel in its defensive measures takes pains to avoid harming civilians. Morally, Canada and the European Union countries are among the most important members of the 47-nation council, and it is vital that they register their opposition. Take action now — urge world leaders this Wednesday to support democracies and oppose terrorism.
Wolf wisdom: While the world's headlines scream about Israel turning off the lights in poor Gaza (isn't it interesting that they have had no problem firing rockets into Sederot and near the other northern cities in Israel?) they seem to be deliberately missing the point that Hamas intentionally shut off the power in Gaza themselves. Nor does the world press seem to care that in the past week alone over 200 kassam rockets have been fired at Sederot, and only by HaShem's protection, has no one been injured or killed by this barrage which has and is a daily occurrence. Imagine NJ firing rockets into Brooklyn or Queens daily? Or rockets being fired from Tijuana into San Diego daily etc. How long would residents of those cities put up with such chaos or the government? Not bloody long. Maybe the world's press core should go live with the Sederot residents for a week so that they can get a taste of what daily life is under terrorism, how long would they last in this environment?"
