This Hebrew piece reports that the Israeli Ministry of Defence cannot, or will not, under existing rules recognise the Mumbai Israelis as "victims of terror" and thereby qualify them for State aid (funeral expenses, etc) to cover their immediate and future ongoing special needs. To enable that, the govt on Sunday morning must pass a special amendment or ruling. The stated reason is that the "organisation" (and organised they were!) claiming credit for the pogrom is not one already named, recognised or defined as an enemy of the State (such as Hizbollah, Hamas, etc).
Have you ever heard such nonsense? These victims were killed because they were Israelis and Jews. After all Israel has been through and knows, shouldn't there be in place a mechanism for dealing with this?

When you have crises like this, you have to transport and bury bodies and deal with numerous other not-so-incidentals -- the expenses are not trivial, the pressure is enormous,and there are all sorts of bureaucratic idiots and hold-ups, not least in Israel itself, which only serve to amplify the agony of decision-making and 'closure' for the family.
