The Foreign Ministry document - part of a training course on torture awareness given to diplomats - cites the US jail at Guantanamo Bay in Cuba, where Canadian Omar Khadr is being held.
Under "definition of torture", it lists interrogation techniques such as forced nudity, isolation, sleep deprivation and blindfolding.

A spokesman for Foreign Minister Maxime Bernier said: "The training manual is not a policy document and does not reflect the views or policies of this Government."

Foreign Affairs Minister Maxime Bernier has distanced his department from one of its training manuals that lists the United States and Guantanamo Bay as places of torture.
"I regret the embarrassment caused by the public disclosure of the manual used in the department's torture awareness training," he said in a statement released early Saturday.
"It contains a list that wrongly includes some of our closest allies.
"I have directed that the manual be reviewed and rewritten. The manual is neither a policy document nor a statement of policy. As such, it does not convey the Government's views or positions."

Having read John Bolton's "Surrender is not an option", both you and I can appreciate the amount of entrenched bureaucratic opposition that there is in government institutions to conservative policy.
Now imagine this same situation except 10x worse and you have a picture of the upper echelon of Canadian bureaucracy.
Stephen Harper is a true conservative, so am I, and it is going to take 40 years of conservative just to undo the damage our liberal party has done over the years. Branches of the Canadian bureaucracy have consistently challenged Harpers authority and jurisdiction, and have presented the strongest opposition to Harpers leadership (considering how fractured the Liberal party is atm)
I say this with the express intent of defining our common enemy. Canada is not an enemy of freedom. Canada is not an enemy of the US and is not an enemy of Israel. However, there are people in Canada that would make it that way.
In Canada, the word liberal does not have the same negative connotation that it has in America. I think this is for two reasons. First, the American left has perverted the classical definition of liberalism (individual rights and freedoms) and has redefined it to mean progressive. the American right has reacted by giving a negative connotation to the term liberal and rightly so. The second reason for this difference is that a greater proportion of people are left of center in Canadian politics, and therefore the negative connotation doesn't stick.
As a Canadian I would define the modern threats to our classically liberal societies as Socialism(liberalism in America), Islamism(new fascism), and the longer term threat posed by emerging China and the backsliding Russia.
With all of this in mind Pamela, I hope you always remember, there are conservatives fighting the good fight north of the border too, and we can use all the help we can get.

The embarrassment is likely more lip service. I wonder if this report is a product of the Muslim Advisory Committee that is housed within our Ministry of Foreign Affairs, and is paid for by our tax dollars? This little committee gives domestic and international advice to our government. Apparently, Prime Minister Harper has denied that the committee is influencing our government's decisions. If that's the case then why are they there in the first place? It's interesting that no other religious group in Canada has been blessed with such a privilege. Once again the minority Islamic community in Canada gets perks above and beyond any other group. In the meantime voices such as Levant & Steyn are being silenced so Islamic sensibilities aren't offended. That's Canadian equality for you - everyone is equal except some are more equal.
I voted for the Conservatives, and want to believe that this government will be different from the Liberal regime. However, absurd reports such as the one in this post, and special Muslim committees housed within my government, make me wonder if there really is any difference in either party. While the point about a minority government is well taken, I'm not sure we would see much of a change with a majority government. The lobby groups control our various democracies and right now big business wants the profits from doing business with Saudi Arabia, Dubai, etc. Consequently, Islam must always be handled with kid gloves.
Are there any leaders out there who truly give a damn about their countries? Looking throughout the ENTIRE west all of them are a huge disappointment. They get into office with promises of change, and like Sarkozy - as soon as they are elected the promises quickly disappear. All of them make me sick to my stomach.

This document became official because of the leftover detritus in our government , still remaining of the Trudean Socialist Utopia from the 70's. I hope you all noticed the words "the government rejects this document as official policy" in this article. As we all know Reuters is islamofied and hidden deep within whatever claptrap they put out is the real truth .

It seems to me that Canada did not have any luck with the foreign ministers since the Conservatives were elected. We have Stockwell Day heading Public Safety in the right direction, but the forein ministers never had balls.
