Fear is part of it, but there's much more.
What would you expect from bargain basement minds? And I don't think that that kind of fear exists in a majority of Americans. Most would not tolerate a backlash, if push came to shove. I also don't think those same publications would think twice before including a cartoon that in some manner insulted a religion largely practiced by caucasians in the U.S., say, Christianity or Judaism. I have often pondered the apparent paradox of leftists despising those who practice one religion on the grounds there is no god, but coddling and protecting those who practice another from being insulted by a stupid cartoon.
Because paradoxes are always apparent and can never actually exist, the answer might be that leftists, while despising those who believe in god, despise Christians and Jews even moreso, and would seek to defend any group at odds with them, without regard to that group's own morality or lack thereof.
Atheism is no crime. But some atheists, particularly those on the left, seem to walk around as if religion has committed some crime against them. I've never understood why some atheists must be outspoken against religion. It's not a choice, but a compulsion for them. They cannot help it, and define their lives by it. Does religion hinder progress in the United States? That depends on how one defines "progress." We have heard those on the left call themselves "progressives" in an effort to distance themselves from the stigmatic moniker "liberal" ironically, without realizing that the Communists of the 1920's and 1930's called themselves "Progressives." So to them, its likely true that some belief in a higher life form might hinder progress in that a superior judgmental being would prevent them from exercising moral equivalency. But it is unnecessary that a superior judgmental being exist in order to view reality as objective.
One only need only pay attention to the moral compass that exists within one's mind. The U.S. is responsible for the greatest technological advancements. Although our economy is not truly "free" but is a mixed economy, it is the least restrictive. True progress can only happen where the marketplace is as free as possible. True progress can only happen in a capatilist society. This has become axiomatic. Nevertheless, the left still believes that progress comes in the form of gay marraige, or abortion on demand, or so-called "civil rights." What they seek is a handicap system that puts the meek or damaged on par with the exceptional. "When all become "exceptional" then no one is exceptional," is the unspoken bromide from the left.
What does this all point to? It exposes the mental disorder that caused the editors of certain publications to not run the above cartoon. This is moral equivalency. It is acceptable to some that there are persons in this country practicing a religion who believe in god, who are above reproach for the actions committed in that religion's name. Not only is it acceptable, but it is good practice to go out of your way not to criticize that religion because it would be wrong to OFFEND them. We must try to UNDERSTAND them. AFter all, it could not be that THEY are the problem. It must be that WE are the problem.

It's like the "Che" t-shirts. The Gap and such see it as a money maker. The youts think it's a rebellion statement. What they don't realize, is that it's a symbol of submission and bondage. That's why we must educate the fuzzy minded masses.

I think a simple fear of violence is the explanation for 99 % of the current disgusting western kow-towing to Islam, plain and simple. Whether it's foot sinks in airports, or not running a cartoon, or canceling a 9/11 march in Brussels, or arresting a guy who throws a Koran in a toilet on felony charges, it's all got a root in simple fear. Yes, over time, the raw fear that people feel about Islam has morphed into various intellectual justifications and has fitted itself nicely into the whole political correctness thing, but in the end, people are making accommodations to Islam because it scares the shit out of us. Nobody's setting up special prayer areas in meat packing plants for Hindus; nobody's supporting publicly funded schools to teach Jewish supremacy; nobody's insisting that Christianity not be criticized or that Jesus be referred to as His Lord Jesus The Christ in every goddamn Reuters column. Why? Because nobody's scared of Christians, Jews and Hindus. We are scared of Moslems because a lot of them are violent, dangerous killers who dream of our destruction and tell us quite plainly about this dream, practically every day. Not all of them, but enough to make the whole planet a hell-hole of potential violence and fear. We have got to learn to stand up to this fear, and meet it head on. There is no other choice. There is no amount of capitulation, obsequiousness, or deference on our part that will ever be enough for Islam. It sucks that we have to deal with this plague spreading around the whole planet, but we have to deal with it. Every single time some westerner backs down, not in the face of violence, but (as with this latest cartoons) in the face of potential, possible violence by people who aren't actually even threatening it, this kind of craven cowardice encourages and fires them up. Hopefully, our societies will strap back on our testicles and join the fight one of these days, or at least acknowledge that we're in a fight, rather than cowering in the corner hoping it will all go away. It just won't. They believe they're winning and that they will soon be victorious over all, and until that belief changes, it's going to be more of the same - Islamic violence, mayhem, and murder, on every square mile of planet Earth. We have to stop making accommodations to Islam, period.
